The estimated population of the East Bay is 549,187, based on the number of individual names in the alphabetical section of the Directory, with due allowance for women and children, whose names are not included. Territory immediately adjacent, v/hich is part of the city, as far as business and social life are concerned, is included in the Directory.

OAKLAND

Oaklcind, situated on the continental side of Scin Francisco Bay, is the third letrgest city in Cali- fornia, the fifth largest on the Pacific Coast, and the fastest growing industrial city in the West.

Though it has grown with tremendous rapidity, both from tne standpoint of population and the standpiint of industry, Oakland is a city of homes. Stretching away from the bay there is simple room for a city of several million population before reaching the sloping hills which have become the exclu- sive residential section of each of the several cities along the eastern shore of the bay.

It is only in comparatively recent years that industries, recognizing the advantages offered by Oakland, began to claim the excellent factory sites along the bay stiore. Today there are 1 107 plants, making a total of more than 2,300 different products in this great east bay district.

THE HARBOR

Oakland has 27 miles of deep water frontage on the greatest land-locked harbor in the world. Improved freight docking facilities have been installed by municipal and private interests, and repair facilities, superior to any on the Pacific Coast, are available here for the fleets of the world. Oakland ^ lays claim to the largest floating dry docks in the world and the largest marine railroad. It has numer- ous other dry docks and marine railroads of lesser size.

A majority of the leading steamship lines carrying either coastwise or trans-Pacific freight, have w.ade Oakland a regular port of call, and the volume handled on Oakland docks is growing with great 'rapidity.

Ln.ted States Government engineers recently recommended the expenditure of more than a million and or.e-half dollars on the Oakland harbor.

INDUSTRIES

The year 1935 is the third year of a major construction program ihat will result in the expend- iture of $133,000,000 within a radius of 20 miles of Oakland. Oakland and San Francisco are being connected by a $75,000,000 bridge, and a $5,000,000 tunnel will provide fast transportation between Oakland and the rich central valleys. Near San Rafael, 1 5 miles from Oakland, the Government has just completed building a bombing base, at a cost of $4,000,000, whicl will be used by the air serv- ice. The United States Army Air Base, now under construction across Oakland's inner harbor in Alameda, will cost $2,500,000, and on Government Island in the estuay separating the two cities, headquarters for the Coast Guard Service, U. S. Bureau of Public Roads and U. S. Forest Service are being completed at a cost of $3,000,000.

The Golden Gate is being spanned by a bridge costing $35,000,00) that will take three years to complete.

This vast expenditure is certain to reflect itself in industrial condiions and add to Oakland s strategic location in the geographic industrial center of the Pacific Coast states, its immediate access -=\ lanes leading to the Orient, its unusual transportation facilities, anc the availability of raw ma- ""er, w^ater and fuel.

so-called winter months, does the mercury drop to 32 degrees F. It is due to this ideal working climate that Oakland shipyards — and incidentally Oakland is one of the largest shipbuilding centers in the world — were the ones to set one building record after another during the World War.

HEALTH CONDITIONS

In point of health, Oakland has consistently ranked among the first cities of the nation for a long period of years, and statistics show that it has become an increasingly more healthful place for residents during the last fifteen yeais.

The death rate in Oakland in 1934 was 10.4 per thousand residents. During the past thirteen years Oakland has made a phenomenal improvement in its infant mortality rate. In 1920, seventy-one babies died out of every 1,000 born, while in 1934, the rate of infant mortality was reduced to only 40.2 deaths in 1,000 births.

POPULATION

TTie population of Oakland in 1 9 1 0 was 150,174, in 1920, 216,261, a gain of approximately 44 per cent in a ten-year period. In 1930, 284,063, a gain of 31.4 per cent over 1920.

The cities of Oakland, Berkeley, Alameda, Emeryville, Piedmont, San Leandro, Albany, Richmond and El Cerrito have now grown together into one compact whole. It is these nine cities which are refered to as the East Bay community, or Metropolitan Oakland, with a population of about 505,000.

SCHOOLS

Few cities in the United States can boast of a more perfect school system than Oakland, or more attractive school buildings. Noted educators from every section of the world have praised OeJiland's educational facilities. The present school enrollment is in excess of 60,000. In Berkeley, which ad- joins Oakland on the north, is the great University of California, the largest in the United States in point of enrollment and incidentally one of the richest in the matter of endo\Nnnent.

Oakland has 50 primary and grammar schools, 13 junior high schools and 10 high schools.

PARKS AND PLAYGROUNDS

Oakland's new park and playground development — a noteworthy feature of which was the acqui- sition of extensive municipal golf links — undoubtedly will be conducive to a still higher level of health and vifell-being among residents of this favored city. Among the Oakland parks which have attracted the attention of tourists from all parts of the world is beautiful Lake Merritt and Lakeside Park. Lake Merritt, situated in the center of the city, comprises I 60 acres, and is surrounded by wonderful lawns and beyond these by beautiful, modem homes and apartments. On one side of the lake is situated Ocikland's million-dollar auditorium.

The w^aters of Lake Merritt are dotted the year round with canoes and launches and during the so-called winter months many thousands of wild ducks make Lake Merritt their home. Spring finds these traditional wild birds almost as tame as barnyard fowls. TTiey walk on the lawns and among the sightseers, apparently recognizing that their safety is assured.

The annual visit of these ducks that have adopted this spot in sunny California as their home has been made the occasion for pageants on the part of the people, and each January the now nationally known Wild Duck Pageant is held on the lake shore.

Possessed as it is of all these things considered essential for a great metropolis, with three trans- continental railways, its position on one of the world's greatest land-locked harbors and with ample room in which to make a tremendous expansion, Oakland's future is assured.

Miscellaneous — Total fire loss for 1934 was $23,455, a per capita loss of 23 cents, one of the lowest in the nation for Berkeley's size class; infant mortality rate of 22.9 per 1000 live births in 1933. The Police Department employs 64, with total expenditure of $175,038. Berkeley has put in operation one of the largest and most complete radio police communication networks on the Pacific Coast. Attendance at Berkeley recrea- tion centers for 1933 weis 1,319,383.

BERKELEY

Situated on the eastern side of San Francisco Bay directly opposite the famous Golden Gate, Berkeley has been praised by world travelers as one of the most beautifully located cities in America. Many of its most attractive home districts are to be found on the gently sloping hills which rise to a height of fifteen hundred feet, commanding a magnificent panorama of San Francisco Bay.

UNIVERSITY OF CALIFORNIA

Berkeley is known internationally as the home of the University of California, one of the great institutions of learning of the world. More than 1 2,000 students are registered each year at the regular fall and winter sessions, with approximately 5,000 additional students enrolled at the inter-session and summer sessions. The campus of the University of California at Berkeley is one of rare natural beauty. It includes almost six hundred acres of ground, much of it beautifully parked with shrubbery and lawns and dotted with age-old oaks and giant eucalyptus. Among the outstanding buildings on the university campus are the open-air Greek theater, modeled after the famous ancient theater of Diony- sus at Athens, the Sather Campanile, the California Memorial Stadium and the new three-million-dollar Life Science Building, the largest class room structure in America.

EDUCATION AND SCHOOLS

Four institutions of vocational religious tredning also are located in Berkeley, in close proximity to the university, and are rendering an outstanding service in their field. These institutions include the Pacific School of Religion, the Berkeley Baptist Divinity School, the Pacific Unitarian School and the Church Divinity School. As is natural, there also has grown up about the university a large number of private preparatory and finishing schools which give instruction to many students.

The Berkeley public school system, with twenty-three different school units, has received intema- tioncJ recognition for its scientific methods in the study of children. Under the direction of The Bureau of Research and Guidance, annual city-wide surveys are made to discover cases of maladjustment in the public schools. To quote from the director of the bureau, every child in the Berkeley schools is studied "to the end that his present and future needs are being met in the most efficient manner in which the school and community are able to meet them."

COUNCIL-MANAGER GOVERNMENT

Berkeley has operated for the past twelve years under the Council-Manager form of government. The present City Manager is Hollis R. Thompson and the present Mayor is Edward N. Ament. Berke- ley has been frequently rated by experts as among the first two or three municipal governments in the United States from the standpoint of service to the people and general efficiency. Fundamental to the success of the government in Berkeley has been the clear separation between the legislative and policy making functions which are the responsibilities of the council, and the executive function, for which the City Manager is responsible. It is the responsibility of the manager to carry out the will of the council without interference after that body has arived at decisions. The result has been economy of operation with entire elimination of politics in the commonly accepted term of that word.

INDUSTRIES

With an annual payroll of approximately five millions of dollars, with manufactured products valued at approximately forty million dollars annually, and with the number of employees averaging from thirty-five hundred to forty-five hundred a year, Berkeley is rapidly coming to be recognized ais one of the important industrial centers of the Pacific Coast.

Berkeley's manufactured products are widely diversified, ranging from speedboats, automobile motors, tools and dies, built-in-fixtures, to leather products, printing inks, soap, food products and steel smd metal products .

Among the more important plants which are located in the Berkeley industrial district may be listed the California Ink Company, Inc., Colgate-Palmolive-Peet Co., Cutter Laboratory, Pacific Guano & Fertilizer Co., Philadelphia Quartz Co., California Packing Corp., Durkee Famous Foods, Inc., H. J. Heinz Corp., Byron Jackson Co. and California Corrugated Culvert Co.

PARKS AND PLAYGROUNDS

Indicative of the appeal of Berkeley's municipal parks and playgrounds is the fact that approxi- mately a million and a quarter children and adults patronize these recreational centers each year. Throughout the year playground supervision is provided at each of the six municipal and twenty school playgrounds maintained by the city. The city of Berkeley also operates three municipal summer camps, providing summer vacation facilities at minimum cost to thousands of residents of the community. Two of these summer camps are located at Echo Lake, near Tahoe, and near the head waters of the Tuol- umne River in the Sierra Nevadas, and a third at Cazadero in the heart of the famous Redwood Em- pire.

POLICE AND FIRE

Developed under the able leadership of August VoUmer, former Chief of Police and internation- ally famous as a crime expert, Berkeley's police department is recognized as one of the most efficient in America. During 1932 the Berkeley Police Department installed a new four hundred-watt radio transmitter, giving the city one of the most complete police communication networks on the Pacific Coast.

During the fiscal year 1934 the total recorded fire loss for Berkeley amounted to only $23,455, or a per capita loss of 23^.

Railroads — City served by 3 railroads: Western Pacific, Southern Pacific and Santa Fe.

Airports — In addition to Benton Field, which is the West Coast Army Air Base Repair and Supply Depot, there is also the San Framcisco Bay Airdrome centrally located and one of the best equipped airports in any community. Pan American Airways now located at Alameda Airport adjoining Benton Field, will soon begin air and passenger service to the Orient.

City Statistics — Total street mileage 71.5 with 66.5 miles paved. Miles of gas mains 50; of sewers (storm and sanitary) 64.5. Fire department has 5 1 men, with 3 engines, 2 hose and chemical wagons, and 2 hook-and-ladder trucks, in 4 station houses. Value of fire department real estate and equipment, $124,719. Police department has 38 men, with I station and 1 2 pieces of motor equipment .

ALAMEDA

ALAMEDA: A city of homes and industries, of culture and education, located on the east shore of San Francisco Bay, having an area of 10.76 square miles, with a population of 40,000.

GOVERNMENT: City manager form of government administered by a city manager and a legislative body consisting of five members, the president of which is mayor.

RECREATIONAL : Five beautiful parks conveniently located, equipped with modern apparatus and supervised by competent playground directors : as well as the nationally known Neptune Beach Park with its huge salt water tank and many forms of amusement: miles of sunbathed, sandy, municipal beaches, and private outdoor swimming facilities, provide all forms of diversion for both old and young. Boating in the peaceful waters of the San Francisco Bay and San Leandro Bay, is enjoyed by yachting and motor boat enthusiasts throughout the seasons, while the Annual Re- gatta and Water Sports Carnival brings deserved fame to Alameda. Bass and other salt water game fish attract fishermen and lovers of this sport to the environs.

FLOWERS: Lovers of flowers and gardening may in the rich sandy soil of Alameda, produce the choicest of blooms. There are several floral societies and the annual Flower Festival attracts great throngs of enthusiastic admirers.

EDUCATIONAL: In the belief that children are entitled to a well rounded education, ten public schools including a modern High School, which was erected at a cost in excess of a million and a half dollars, are maintained and these together with the State University at Berkeley and the famed Mills College in Oakland, both in close proximity to Alameda, offer everything in the field of education.

PAN AMERICAN AIRWAYS: Alameda is now the west base of operations for this international system of over 32,000 miles of airways. World trade routes linking many foreign countries are now to be augmented by the Trans-Pacific Aerial Route from Alameda to the Orient and a huge trade relation between the Orient and the mainland is assured, as well as mail and passenger service via the gigantic Clipper Ships.

GOVERNMENT ACTIVITIES: On Government Island, located in the Estuary separating Alameda from Oakland, sixteen modern buildings house the Federal Department of Coast Guard, Bureau of Public Roads and Western Division of Forestry. There is now under construction by the Fed- eral Government, who has acquired 1100 acres in west Alameda. Benton Field, which will be the Army's West Coast Air Depot and Landing Field, and when completed will represent an ex- penditure in excess of three and one-half million dollars, and will employ some three hundred men. including many officers of high rank, bringing to Alameda an annual payroll in excess of a million dollars.

LIGHT: The municipally owned Electric Light Plant distributing all light and power to the commun- ity, was established in 1887 and has been successfully operated, producing a source of revenue that contrtibutes largely to the low city tax rate.

WATER: Alameda receives its water supply from the East Bay Municipal Utility District through the people's Mokelumne River Mountain water project and distribution system, which assures consumers of an ample supply of pure water at a minimum cost.

INDUSTRIES: Careful zoning of industrial lands which has preserved a large acreage, adequately served by rail and water, permits location of large enterprises desiring to establish themselves in the great metropolitan Bay Area. Already many large nationally known industries are located in Alameda, and with an ambitious construction program that will reflect itself in industrial development not surpassed by any community, Alameda's future is assured.

The Alameda Chamber of Commerce is prepared to furnish information and statistical data of all char- acter, and earnestly invites inquiries.
